This paper applies a proposed modified stochastic fractal search algorithm (MSFS) for dealing with all constraints of optimal reactive power dispatch (ORPD) and finding optimal solutions for three different cases including power loss optimization, voltage deviation optimization, and L-index optimization. The proposed MSFS method is newly constructed in the paper by modifying three new solution update mechanisms on standard stochastic fractal search algorithm (SSFS). The first modification is to keep only one formula and abandon one formula in the diffusion process (...) while the second modification and the third modification are used in the first update and the second update. In two updates of SSFS, solutions with low quality are updated with high probability while other solutions with high quality do not get chances to be updated. This manner results in the fact that some promising solutions around the high quality solutions can be missed. In order to tackle this restriction, the second modification of MSFS is to newly update the worst solutions in the first update and the best solutions in the second update. In the third modification, all existing formulas of SSFS in the two updates are abandoned and the same new proposed technique is used for updating such solutions in two updates. Compared to SSFS, the three modifications can bring advantages to MSFS such as using smaller number of produced solutions per iteration, spending shorter execution time, finding better optimal solutions, and owning more stable search ability. Furthermore, the proposed method also sees its effectiveness and robustness over SSFS by testing on IEEE 30-bus system and IEEE 118-bus system with three different single objectives for each system. The proposed method can find less minimum, average, and maximum for all the cases in addition to faster search speed. Besides, the proposed method is also compared to other methods such as PSO-based method group, GA-based method group, DE-based method group, and other recent methods. Result comparisons also indicate that the proposed method can be more efficient than almost all these methods with respect to less minimum and smaller values of control parameters. As a result, evaluation of the performance of the proposed method is that it should be used for seeking solutions of ORPD problem. (shrink)

In this paper, a proposed modified stochastic fractal search algorithm is applied to find the most appropriate site and size of capacitor banks for distribution systems with 33, 69, and 85 buses. Two single-objective functions are considered to be reduction of power loss and reduction of total cost of energy loss and capacitor investment while satisfying limit of capacitors, limit of conductor, and power balance of the systems. MSFS was developed by performing three new mechanisms including new diffusion mechanism and (...) two new update mechanisms on the conventional stochastic fractal search algorithm. As a result, MSFS can reduce 0.002%, 0.003%, and 0.18% of the total power loss from SFS for the three study systems. As compared to other methods, MSFS can reduce power loss from 0.07% to 3.98% for the first system, from 3.7% to 7.3% for the second system, and from 0.92% to 6.98% for the third system. For the reduction of total cost, the improvement level of the proposed method over SFS and two other methods is more significant. It is 0.03%, 1.22%, and 5.76% for the second system and 2.31%, 0.87%, and 3.77% for the third system. It is emphasized that the proposed method can find the global optimal solutions for all study cases while SFS was still implementing search process nearby or far away from the solutions. Furthermore, MSFS can converge to the best solutions much faster than these compared methods. Consequently, it can be concluded that the proposed method is very effective for finding the best location and size of added capacitors in distribution power systems. (shrink)

This paper presents a novel improved firefly algorithm (IFA) to deal the problem of the optimal operation of thermal generating units (OOTGU) with the purpose of reducing the total electricity generation fuel cost. The proposed IFA is developed based on combining three improvements. The first is to be based on the radius between two solutions, the second is updated step size for each considered solution based on different new equations, and the third is to slightly modify a formula producing new (...) solutions by using normally distributed random numbers and canceling uniform random numbers of conventional firefly algorithm (FA). The effect of each proposed improvement on IFA is investigated by executing five benchmark functions and two different systems. The performance of IFA is investigated on six other study cases consisting of different types of objective function and complex level of constraints. The objective function considers single fuel with quadratic form and nonconvex form, and multifuels with the sum of several quadratic and nonconvex functions while a set of constraints taken into account are power loss, prohibited zone, ramp rate limit, spinning reserve, and all constraints in transmission power networks. The obtained results indicate the proposed improvements in terms of high optimal solution quality, stabilization of search ability, and fast convergence compared with FA. In addition, the comparisons with other methods also lead to a conclusion that the proposed method is a very promising optimization tool for systems with quadratic fuel cost function and with complicated constraints. As conventionally understood, corruption relies on a set of universally agreed rules that determine what constitutes the appropriate allocation of organizational resources. This article explores whether rule-based approaches to corruption are applicable where business organizations, such as public private partnerships, and the public fundamentally disagree about what constitutes an appropriate allocation of resources. Drawing on empirical research about PPPs in Vietnam, this article compares how government, business organizations, and the public conceptualize the transfer of public assets into private ownership. Nous estimons qu'une meilleure compréhension de l’émergence des institutions, de leurs propriétés de fonctionnement et de leurs effets sur les résultats politiques et économiques doit commencer par une analyse des processus cognitifs. Nous explorons la nature de l'apprentissage individuel et collectif, en soulignant que la question n'est pas de savoir si les agents ont une rationalité parfaite (...) ou limitée, mais plutôt de savoir comment les êtres humains raisonnent ou choisissent réellement, individuellement et collectivement. Nous avons ensuite lié les processus d'apprentissage à l'analyse institutionnelle, fournissant des arguments en faveur de ce qui peut être qualifiée d’« institutionnalisme cognitif ». According to a historical claim oft-repeated by contemporary epistemologists, the ‘traditional’ conception of knowledge prevailed in Western philosophy prior to the publication in 1963 of Edmund’s Gettier’s famous three-page article ‘Is Justified True Belief Knowledge?’. On this conception, knowledge consists of justified true belief. In this article, I critically consider evidence for and against this historical claim, and conclude with a puzzle concerning its widespread acceptance.

Over the last decade, businesses, policymakers, and researchers alike have advocated the need for value creation through inter-organizational collaboration. Researchers have widely argued that organizations that are engaged in collaborative processes create value. Because researchers have tended to focus on the identification of organizational motivations and on key success factors for collaboration, however, both the nature and processes of value creation in inter-organizational collaboration have yet to be examined. A recent theory by Austin and Seitanidi :726–758, 2012a; Nonprofit Volunt Sect (...) Q 41:929–968, 2012b) has proposed an analytical framework for analyzing value creation in inter-organizational collaboration, based on four types of value. The purpose of this current study is to empirically test this framework, and to provide key pointers for analyzing the nature of value, particularly in relation to learning. Our detailed empirical research is based on a 6-year retrospective case study of an inter-organizational partnership within an international development project for local economic development in Guatemala. The study’s contributions are twofold. First, it provides evidence of the critical path of the creation of diverse types of values in a collaborative process; second, it links the different types of value creation with the types of learning that occur in an inter-organizational process. Suppose that knowledge and ignorance are complements in the sense of being mutually exclusive: for person S and fact p, either S knows that p or is ignorant that p. Understood in this way, ignorance amounts to a lack or absence of knowledge: S is ignorant that p if and only if it is not the case that S knows that p. Let us call the thesis that knowledge and ignorance are opposites the “Complement Thesis”. In this article, I discuss (...) its deployment in an ingenious new argument advanced by Alvin Goldman and Erik Olsson (2009) which, if sound, establishes that there is a kind of knowledge that amounts to nothing more than true belief. I rebut their argument and in doing so delineate some important epistemological lessons brought to light by the contrast between ignorance and knowledge. (shrink)

Does chemistry reduce to physics? If this means ‘Can we derive the laws of chemistry from the laws of physics?’, recent discussions suggest that the answer is ‘no’. But sup posing that kind of reduction—‘epistemological reduction’—to be impossible, the thesis of ontological reduction may still be true: that chemical properties are determined by more fundamental properties. However, even this thesis is threatened by some objections to the physicalist programme in the philosophy of mind, objections that generalize to the chemical case. (...) Two objections are discussed: that physicalism is vacuous, and that nothing grounds the asymmetry of dependence which reductionism requires. Although it might seem rather surprising that the philosophy of chemistry is affected by shock waves from debates in the philosophy of mind, these objections show that there is an argumentative gap between, on the one hand, the theoretical connection linking chemical properties with properties at the sub-atomic level, and, on the other, the philosophical thesis of ontological reduction. The nomenclature of the Anthropocene for this geological epoch marks in a novel way the global impact of human activity on the world. Consequently, it creatively raises the alarm bell of global environmental devastation. However, the narrative implicit in the Anthropocene presents challenges to use it as a departure point for developing an ethics of responsibility, as it contains morally relevant but ambiguous etiologies, phenomenological challenges to discrete human agency, and the potential erasure of both causes and victims of global (...) environmental degradation. This challenge compounds the challenges to traditional models of responsibility-as-imputation by global forms of environmental degradation signaled in the Anthropocene. Our new epoch demands new models of responsibility. This article draws upon neglected work by Paul Ricoeur to reconstruct a twofold model of responsibility: (1) responsibility-as-imputation and (2) responsibility for the fragile other and the domains that amplify fragility. It shows that a twofold model can more completely respond to harms elicited by anthropogenic environmental degradation by maintaining the benefits of traditional models of responsibility-as-accountability while dramatically expanding the subject and objects of responsibility through attention to the fragile and thus better serving us as we navigate responsibility in the Anthropocene. In her recent book _A Duty to Resist_ (2018), Candice Delmas contends that both beneficiaries and victims of injustices have a duty to resist unjust laws and to try to change them, and proposes several ways of grounding this duty. One of these proposed groundings appeals to considerations of fairness. Delmas holds that anyone who refuses to participate in resisting some injustice, including victims of that injustice, can be accused of free-riding and thus of unfair conduct that violates the duty (...) of fair play, which means that they have a fairness-based duty to resist. In this paper, I critique this attempt to ascribe a duty to resist grounded in considerations of fairness specifically to victims of injustice. Against Delmas, I argue that victims of injustice do not have this fairness-based duty to resist because, unlike the beneficiaries of an injustice, they cannot be considered free-riders when they do not participate in resistance to the injustice. I then discuss additional problematic implications of Delmas’s view, focusing on the issue of victim-blaming, and show how these problems can be avoided. In this way, I hope to contribute to the urgent project of determining who has a duty to resist injustice. (shrink)

Il permet ainsi l’organisation moderne de nos sociétés à travers les agendas, la planification du travail ou les rendez-vous galants. Il rythme les saisons et nous expérimentons chaque année les couleurs chatoyantes de l’automne et les nuages sombres de l’hiver. Notre corps évolue constamment et vieillit sans cesse entre notre naissance passée et notre mort future. Toutes ces descriptions font intervenir le concept de temps, ou une notion (...) plus spécifique généralement associée au temps comme le changement, le passé, le présent, le futur, la simultanéité ou la synchronisation. Mais quelle est la nature du temps ? Que peut-on comprendre de cette notion si fondamentale et si présente dans notre vie quotidienne, et pourtant si difficilement définissable ? In previous analyses of the influence of language on cognition, speech has been the main channel examined. In studies conducted among Yucatec Mayas, efforts to determine the preferred frame of reference in use in this community have failed to reach an agreement (Bohnemeyer & Stolz, 2006; Levinson, 2003 vs. Le Guen, 2006, 2009). This paper argues for a multimodal analysis of language that encompasses gesture as well as speech, and shows that the preferred frame of reference in Yucatec Maya is (...) only detectable through the analysis of co-speech gesture and not through speech alone. A series of experiments compares knowledge of the semantics of spatial terms, performance on nonlinguistic tasks and gestures produced by men and women. The results show a striking gender difference in the knowledge of the semantics of spatial terms, but an equal preference for a geocentric frame of reference in nonverbal tasks. In a localization task, participants used a variety of strategies in their speech, but they all exhibited a systematic preference for a geocentric frame of reference in their gestures. (shrink)

The notion of ‘gentle barbarism’ was developed during our critical analysis of the discourses and mechanisms of ‘modernisation’ that emerged in the context of the movement for permanent reform (in education, the public services and business management), in which public bodies and businesses have been engaged since the 1980s. These discourses and mechanisms of modernisation seem to us to represent a blind spot where sociological analysis is concerned.

What is agnosticism? Is it a belief, or just the absence of belief? What is the 'agnostic' principle? Robin Le Poidevin takes a philosophical approach to the issue of agnosticism, challenging some of the common assumptions, arguing in favour of the agnostic attitude, and considering its place in society and education.

Crispin Sartwell ingeniously defends the provocative thesis that mere true belief suffices for knowledge. In doing so, he challenges one of the most deeply entrenched epistemological tenets, namely that knowledge must be more than mere true belief. Particularly interesting is the way he defends his thesis by appealing to considerations adduced by such prominent epistemologists as William Alston, Laurence BonJour, Alvin Goldman and Paul Moser, each of whom denies that knowledge is merely true belief. In this paper, I argue that (...) the case Sartwell presents for his thesis fails. However, by examining why it fails, we may derive at least four important epistemological lessons: being justified does not entail being able to give a justification; we should distinguish between epistemic justification conceived of as intrinsically conducive to truth and conceived of as extrinsically conducive to truth; we should distinguish between epistemic justification conceived of as an essential criterion of knowledge and conceived of as an accidental criterion of knowledge ; and epistemologists need to specify how the telos of inquiry involves more than the acquisition of true beliefs.Socrates: Then tell me: what definition can we give with the least risk of contradicting ourselves? Are we the people we were? If we are continuants, then the answer to this question is an affirmative one. But it is a moot point whether anything is a continuant. The debate over this issue—of whether there are such things as continuants—is often conducted in the context of theories concerning the apparent passage of time. Thus it has been argued that the tenseless theory of time, according to which time does not really pass, forces us to tear down part (...) of the basis for the intuitive distinction between ordinary, reidentifiable objects on the one hand, and processes on the other, and to regard such objects as mountains as persisting through time in exactly the way that thunderstorms do: by having distinct temporal parts at different times. I confess that I am a tenseless theorist of time, and take that theory to entail such a conclusion about the persistence of objects. But it is not just a certain stance over time’s passage that motivates sympathy towards temporal parts and suspicion of continuants. Thinking of objects as having temporal parts sits more comfortably than does the rival view with two natural assumptions concerning continuity: that beginning and ceasing to exist, at least for most objects, involves underlying changes which are continuous in nature; and that objects exhibit continuity through time, in the sense of not having gaps in their existence. One of the most venerable and enduring intuitions in epistemology concerns the relationship between true belief and knowledge. Famously articulated by Socrates, it holds that true belief does not suffice for knowledge. I discuss a matching intuition about ignorance according to which true belief does not suffice for the absence of ignorance. I argue that the latter intuition undercuts the New View of Ignorance and supports the Standard View of Ignorance.
